Filing an application

If you wish to benefit from this aid, you must submit your application to the Single point of contact for housing assistance (Guichet unique des aides au logement) of the Ministry of Housing and Spatial Planning using a specific form (see 'Forms / Online services').

The completed and signed form can be submitted to the Single point of contact for housing assistance:

  • by post; or
  • by depositing the form at their offices; or
  • by email to: guichet@ml.etat.lu.

Note: applications submitted electronically must receive confirmation.

Supporting documents

The application form must be accompanied by the following documents:

  • a copy of your identity document;
  • a declaration concerning the composition of your household, duly dated and signed by you;
  • a copy of the written lease contract, dated and signed by you and the lessor, or any other document that can prove the existence of a verbal lease contract in accordance with the law on residential lease;
  • a declaration of honour signed by yourself certifying that the members of your household have no other property in Luxembourg or abroad;
  • any documents providing proof of your household income;
  • a recent certificate of affiliation issued by the Joint Social Security Centre for the people living in the home (all the members of your household); and
  • if you are not of Luxembourg nationality, a valid certificate relating to your right of residence.

Please note: you must provide all the information and documents that the Housing Aid Service deems necessary to process your application.

Consideration of income

The income to be taken into account is:

  • that of the calendar year preceding the month from which the aid is granted; or
  • in the absence of such income, the last known income at the time the aid is granted.

If the income to be taken into account is from an occupation that you did not carry out throughout the calendar year in question, the income shown is extrapolated over the year.

The household income which is used as the basis for the calculation is the sum of:

  • all net income used to determine the amount of income tax (for example: salary, pension, annuity), minus social security contributions and tax paid;
  • any maintenance payments received;
  • accident annuities;
  • gross earnings paid for overtime hours.

The income of all the people who live with you in the rented accommodation and who are declared there (for example: your parents, children or any other person) are taken into account.

Maintenance payments made are deducted from the income used as the basis for calculation.

Social benefits are not taken into account in the household's income, such as:

  • family allowance;
  • back-to-school allowance;
  • cost-of-living allowance;
  • etc.

Note: the above list is indicative only. The legal and regulatory provisions prevail.

Granting of aid

In the event of a positive response, the subsidy is granted from the date the application was submitted, provided all the conditions were met at that time.

Review of the file

Applications are automatically reviewed every 12 months from the date on which the aid was granted by the Single point of contact for housing assistance.

If the conditions for continued subsidisation are met, the amount of the rent subsidy is reassessed on the basis of the new information. The reassessed aid is granted from the month of the review.

If, during this review, it is found that you have received undue financial aid, you must repay the aid received within one year. You cannot receive a new rent subsidy for another dwelling until you have repaid the unduly received aid.

If you are the subsidy receiver and you have decided to leave the rented accommodation, a new application for rent subsidy can be made by the person remaining in the dwelling if said person wishes to continue receiving the aid.

Denial or discontinuation of financial aid

The financial aid is denied or discontinued if:

  • the dwelling is rented to you by one of your ascendants or descendants;
  • the application contains false or incomplete information;
  • you do not submit all the required documents;
  • one or more conditions for granting the financial aid are not or no longer met;
  • the monthly amount of the rent subsidy is less than EUR10 per year.

Amount and payment of the aid

The rent subsidy is calculated using the formula provided for by law. The amount of the monthly subsidy varies according to the composition and income of the domestic community.

The composition of the domestic community taken into account is that which exists on the date from which the monthly aid is granted.

The rent subsidy is paid monthly.

Repayment of aid

You must repay the aid if:

  • you have made inaccurate or incomplete declarations for the granting or maintenance of aid;
  • you have failed to inform the Single point of contact for housing assistance of any change in your situation which could affect the granting, maintenance, modification or discontinuation of the financial aid;
  • during a review of the file, it comes to light that one or more conditions are not or are no longer satisfied;
  • you sublet all or part of the property.
